The City of Laguna Niguel (the “City”) is committed to protecting the privacy of its website users. The City’s website is a fundamental communication tool for providing critical and informative City information and interactive services to the public. The goal of the City website is to encourage user participation in local government and to enable electronic service delivery in an effective and efficient manner. This Privacy Policy explains how personal information is processed and used by the City when visiting and its affiliated subsites (i.e. The City will not request any additional information about its website users than is necessary to provide the highest level of service.

Collection of Information

The City of Laguna Niguel does not use its website to collect personal information for any purpose other than to respond to a user’s request or input; or to complete an online transaction. 

Except as provided below, the City of Laguna Niguel does not create individual profiles with the information provided by users of this site, nor does it give such personal information to third parties or private organizations. The City does not automatically collect personally identifiable information about its website users. 

Website usage summary statistics are collected for site management and other purposes, such as assessing what information is of most and least interest, determining technical design specifications, and identifying system performance issues. The City automatically collects the following information about a user’s visit: 

  • The Internet domain and/or IP address from which the City’s website is accessed;
  • The type of browser and operating system used to access the City’s website;
  • The date, time, and duration of the visit; 
  • The pages visited; and,
  • The address of a third-party website used to connect to the City’s website. 

The City of Laguna Niguel does not collect information for commercial marketing purposes. The City will not send unsolicited emails regarding any commercial offers or advertisements at any time.  

If a user chooses to provide the City with personally identifiable information, such as sending an email to a City employee, subscribing to the City’s e-newsletters and/or notifications, or submitting an online application/form located on the City website, the City may use that information to respond to the user’s message, to provide service the user may have requested, or to use the information in the manner contemplated by the online submission form. The City will maintain the confidentiality of information received online to the same extent it is legally able to do so with respect to information obtained through other means. The City will not disclose this information to any third party,  unless required to do so under federal or state law, including, but not limited to the California Public Records Act.

Information submitted to the City of Laguna Niguel website may be subject to disclosure to another party pursuant to various provisions of California law, including, but not limited to, the California Discovery Act of 1986 and the California Public Records Act. The City of Laguna Niguel only shares such information with another government agency if the user’s inquiry relates to that agency, to protect the interests of others, to protect and defend the rights or property of the City of Laguna Niguel or as otherwise provided by law. 

Use of Cookies 

The City website may transfer information to your computer through cookies or other similar technology for record-keeping purposes. The use of cookies or similar technology is an industry standard and does not personally identify users, although they do identify a user’s computer. Cookies or similar technology can make the Internet more efficient for a user by storing information about their preferences on a particular website. A browser that is configured to refuse cookies may not optimize the full capabilities of the City website. 


Unless a particular webpage on the City website indicates that encryption technology is being used, the user should not assume that information uploaded through that webpage to the City’s web server will be treated as confidential. If a user submits information to the City’s server through a webpage containing visible indictors of active encryption technology, the City will take all reasonable precautions to safeguard the confidentiality of such information, but shall nevertheless, not but held liable for any injury caused by the disclosure of that information, whether caused by security breach, accident, inadvertence, or any other act resulting in disclosure.
