HOA Education Program
Laguna Niguel is a master-planned community in South Orange County with over 120 homeowner associations (HOAs). Each HOA is governed by a set of Covenants, Conditions, and Restrictions (CC&Rs) that protect, preserve, and enhance property values in the community. While the HOAs are managed by a Board of Directors guided by the CC&Rs, they are still subject to the Laguna Niguel Zoning Code and Ordinances. This page was created as part of the City's HOA Education Program to share information and provide resources for HOA boards and property managers.

Community Associations Institute, Orange County Chapter (CAI-OC)
The Orange County Regional Chapter of Community Associations Institute (CAI-OCRC) provides education, networking, resources, and advocacy for community associations and the professionals and volunteers who serve them. Members include condominium associations, cooperatives, homeowner associations, and those who provide services and products to community associations. The Orange County Regional Chapter has over 1,400 members, including nearly 600 businesses, and represents thousands of households. CR&R Environmental
In Laguna Niguel, trash and recycling services are provided by the City’s exclusive franchised hauler, CR&R Environmental Services, Inc. To learn more about trash collection and recycling services, CLICK HERE.
Moulton Niguel Water District

The City partners with the Orange County Fire Authority (OCFA) for fire and emergency medical services. - How do I start a Neighborhood Watch Program? Contact Crime Prevention Specialist Andrea Anaya Lopez at (949) 362-4365.
- Who is responsible for removing a fallen tree from the street in an emergency? If a tree falls on a public street or sidewalk, the Public Works Department will clear it from the street/sidewalk. Please report it to works@cityoflagunaniguel.org or call (949) 362-4337. However, the property owner or HOA is responsible for removing any debris on their property. The City does not maintain vegetation or trees on private property.
- Does the City require review prior to starting landscape work? Basic maintenance, such as trimming trees or shrubs, does not require City review. However, performing work in the public right-of-way (ex. streets, sidewalks, bike lanes) may require an encroachment permit from the Public Works Department. Please email pwencroachment@cityoflagunaniguel.org. Removal of trees, shrubs, or ground cover from HOA property, either due to OCFA requirements or landscape renovation, requires a review by the City Planning Division. Please email planning@cityoflagunaniguel.org for more information.
- Can an HOA hold community meetings at City facilities? Both the Sea Country Senior and Community Center and the Crown Valley Community Center offer ballrooms, meeting rooms, and kitchens that are available for rent to the public, including HOAs. For rental inquiries, please email rentals@cityoflagunaniguel.org.
- Who do I contact when a streetlight is out? San Diego Gas & Electric (SDG&E) at (800) 411-7343; Southern California Edison (SCE) at (800) 611-1911; Public Works Department at (949) 362-4337 or via the online reporting system. For streetlight outages in gated communities, contact your property manager.
- Who do I contact about storm drains? The Public Works Department maintains storm drains on public streets. Drainage issues can be reported to (949) 362-4337 or emailed to works@cityoflagunaniguel.org. Illegal discharges can be reported to Code Enforcement at code@cityoflagunaniguel.org. After hours, illegal discharges can be reported to a 24-hour pollution reporting hotline at (877) 89-SPILL (77455). Storm drains on private streets do connect to the City storm drain system; however, HOAs are responsible for maintenance and any drainage issues.
- Concerns related to over-irrigation? Contact Moulton Niguel Water District at (949) 831-2500 or email conservation@mnwd.com.
- When is an encroachment permit required? An encroachment permit is required for all work performed in and/or the placement of a dumpster, refuse bin, or temporary moving pod, in the public right-of-way. This includes a public street, sidewalk, and/or bike lane that needs to be closed or partially closed to conduct landscape inspection or construction work. - What hours is construction noise allowed? Noise from construction activity is allowed from 7:00 a.m. to 8:00 p.m. Monday through Saturday. Absolutely no construction noise is allowed on Sundays or on Federal holidays. To report construction noise, email code@cityoflagunaniguel.org.
- How do I report graffiti on public and privately owned properties? Contact Orange County Sheriff's Department Non-Emergency Dispatch Number at (949) 770-6011 (phone option 1-9-1). The City will remove any graffiti on public property. It is the responsibility of the property owner to remove any graffiti from private property within 3 days. How do I report abandoned vehicles? Abandoned vehicles may be reported to the OC Sherriff's Department Non-Emergency Dispatch Number at (949) 770-6011 (phone option 1-9-1).
