Streamlined Ministerial Approval Under California Government Code Section 65913.4 (SB 35)
The City of Laguna Niguel is not currently subject to the streamlined ministerial approval process under Government Code section 65913.4 (SB 35, Ch. 366, Stats. 2017). Under state law, SB 35 streamlining is only required in jurisdictions that the California Department of Housing and Community Development (“HCD”) determines are subject to Government Code section 65913.4. HCD makes these determinations annually through its SB 35 and SB 423 Statewide Determination Summaries. As indicated in HCD’s latest SB 35 and SB 423 Statewide Determination Summaries, the City of Laguna Niguel is not currently subject to SB 35 streamlining. Consequently, the City does not accept or process applications in accordance with Government Code section 65913.4. If HCD determines that the City is subject to SB 35 streamlining, the City will update this webpage with comprehensive eligibility and City-specific application filing instructions.
